Cairns Council Raises Rates July 2027, Begins Drainage Upgrades December 2026

The Cairns Regional Council adopted its updated Disaster Resilience Funding Policy on 30 June 2026. The policy directs how $12.8 million in combined state and federal grants will be spent on drainage and flood mitigation projects across the local government area through to 2029.

Queensland’s northern regional councils received revised grant guidelines in May 2026 after the state government released its annual disaster resilience budget allocations. Cairns sits within the wet tropics catchment, where the Bureau of Meteorology recorded 2,148 millimetres of rainfall in the 2024-25 wet season, prompting the council to accelerate its project list.

Changes for residents

Ratepayers in suburbs including Woree, White Rock and Edmonton will receive a separate resilience levy line item on their annual notices from 1 July 2027. The levy is capped at $47 per residential property in the first year under the policy schedule. Council engineers have identified 14 priority drainage sites, with the first contracts for pipe upgrades and retention basins expected to be let in September 2026. Residents in those catchments can anticipate temporary road closures during construction phases projected for the 2027 dry season.

Local tourism operators along the Captain Cook Highway will see no direct rate impact under the current policy settings. The council has ring-fenced 15 per cent of the grant funding for reef-adjacent infrastructure such as upgraded stormwater outlets at Palm Cove, with works timetabled to finish before the 2028 peak visitor period.

The policy document requires quarterly progress reports to be published on the council website, with the first due in October 2026. Community information sessions are listed for September in each division, where residents can review detailed project maps. The council has stated that construction on the second tranche of works, focused on the northern beaches, will commence no earlier than March 2028 once the initial southern projects reach practical completion.
